I. Announcements
A. Welcome to our new member, Stephanie Foote, as well as our guests Robin Kaler, Assistant to the
Chancellor, Department of Public Affairs, Bob Kelly, Director of Campus Parking, and Paul Magelli,
Director for the Office for the Study of Business, who arrived for the latter portion of the meeting.
B. Please mark your calendars for our next meeting date: Tuesday, February 24, 2004, 3:00-5:00 pm
@ 500 Swanlund Administration Building.
II. Old Business
A. Approval of December 2, 2003, Minutes with revisions.
B. Senate Equal Opportunity Committee - CCSW Representative update by Linda Beale
1. No report, as meeting in December was cancelled. Will report at next meeting.
C. CCSW Flyer - report by Secretary Marcy Townsend
1. Completed, and distributed to all Deans and Department Heads campus wide.
D. Portraiture on Campus follow-up - report by Secretary Marcy Townsend
1. Suggestions given at last meeting and through e-mail were compiled and given to
Chancellor Nancy Cantor.
2. Robin Kaler was in attendance specifically to help in advising how to go about seeing this
effort come to fruition. She suggested that in addition to the spaces named by the
Committee that we also consider UIUC's Willard Airport. As a space that is in
desperate need of any decorative elements, it would also serve as a positive first
impression to incoming visitors, namely prospective faculty and students.
3. Linda Beale fully agreed that Willard Airport should be considered a potential site for
portraiture and exhibits as it makes a strong statement about the University and
considering diversity as an important issue.
4. Robin Kaler, when asking if we want all places listed to receive attention in regards to
this project or a handful of places, she advised the Committee to begin looking at the
exact costs of this project. Perhaps this could serve as a means of prioritizing our
efforts.
5. Victoria Gonzales illustrated her interest in speaking to prospective students and
freshman during orientation. She suggested that we consider Levis Center in particular to
serve this purpose.
6. Linda Beale suggested that we organize this effort into a "Two Pronged Approach."
Our first efforts would focus on writing a letter to the Chancellor urging her to consider
funding a portraiture initiative in the Willard Airport, Main Library, and Illini Union
buildings. The second segment would appeal to Deans and Directors for their assistance
in this effort in hopes of spreading the effects of this initiative out into individual
departments most in need.
7. Kathleen Pecknold suggested that we ask Deans and Department Heads to assist in
compiling a complete list of people and events to consider exhibiting. However, with so
many departments, perhaps we should solely correspond with the Deans.
8. Kathryn Anthony agreed and suggested that CCSW send out a letter with the
Chancellor to ask Deans and Department Heads for nominations. Per the Committee's
suggestions, she will draft a letter from CCSW regarding this noting the Chancellor's
support of our efforts.
9. Robin Kaler also advised us to define our audience when making decisions and
recommendations on campus portraiture. We should also define who and what exactly
we are recognizing.
10. Victoria Gonzales mentioned that we should consider including current faculty
members in this nomination process, since that would directly appeal to potential
students and faculty of UIUC.
11. Patricia Morey that we consider utilizing Turner Fellows, undergraduate students who
work with the Vice Chancellor's Office doing various projects across campus, for this
effort in collecting nominations.
12. Cheryl Bullock noted that we ask Thomas Grayson in the Vice Chancellor of Student
Affairs Office, if he could develop an interview protocol for these Turner Fellows to use
in collecting nominations. However, if neither is unavailable, Cheryl herself is more than
willing to help.
13. Kathryn Anthony noted that we should look beyond the physical spaces we
experience on campus. Places such as school websites could be added to this effort in
promoting a more diverse environment.
14. Robin Kaler suggested that to save time we look to University Historians for guidance
on whom to nominate. These are Bill Maher, Maynard Brichford, and Winton Solberg.
In addition, Deans may not be as inclined to meet with a student on this issue as
historians would be. Perhaps this way, historians could direct the Turner Fellows
towards individuals with whom to speak.
15. Robin Kaler also noted that we should make an effort to include all the colleges at the
University in the representation of diversity. As certain schools are more apt to produce
publicly well-known alumni, we need to make this special effort.
16. Robin Kaler suggested that we utilize rather creative means of funding this project, such
as the University matching any given donations from Schools within the University or
private party donations.
E. Rape Awareness and Prevention Committee - CCSW Undergraduate Student Representative update

1. During their first on Tuesday, December 9, 2003, many issues were discussed. These
included implications in allowing campus bars to be open later hours, updates on Asian
sexual assault issues, and campus 911 cell phone distributions.
F. Kathryn Anthony wrote a letter in December 2003, on behalf of CCSW to John Collins, Director of
University Housing, regarding safety issues in University dormitory bathrooms. At the previous
Committee meeting, members discussed a recent event involving a SpyCam found in a women's
dormitory shower stall and wished to voice recommendations on how to prevent such a occurrence
from repeating itself. Since then, Kathryn has received a letter in response noting that our
recommendations had been considered and that the situation has been responded to appropriately.
G. Kathryn Anthony also wrote a letter in support of the Chancellor to the University of Illinois Board of
Trustees per CCSW's previous meeting as well. As the Committee felt that our support needed to be
heard immediately, Kathryn wrote this letter on behalf of all the members, and mailed it in
December 2003.
III. New Business
A. Review of parking garages, parking lots, and how safety issues for women are being addressed -
Robert Kelly, Director of Campus Parking.
1. Bob Kelly noted that Campus Parking takes great pride in their safe and well-maintained
facilities. With 123 surface lots and four parking garages (soon to be 5 garages in April),
they employ a "Lighting Committee" which looks at any space on campus that is a
potential safety hazard. Bob explained that they have remedied all situations reported by
this committee.
2. The two problematic facilities on campus, namely the garages on Fifth and Daniel and
Sixth and John are planned to be renovated beginning this year and commencing at the
end of next year.
3. Landscaping is also an issue addressed by this committee through their reporting of any
spaces that are not well trimmed or are disguising potential unsafe activities.
4. Campus Parking employs 10 officers to not only issue citations, but also aid in providing
safety and protection for its users. Each officer has direct access to 911, however, each
garage also is provided with an emergency phone as well.
5. If one is in need of an escort home or to their car, Campus Parking provides these
services by calling 244-HELP. If it is after Parking's operating hours, the police can
serve as an escort.
6. The MTD offers the Safe Rides Program, and although not affiliated with Campus
Parking, they too are a University service meant to assist in maintaining the University's
safety.
7. Patricia Morey inquired about an emergency phone in the Sixth and John garage. She
remembers it being located in the main elevator of the building, which after 10:00 pm, is
locked down making the phone unavailable.
8. Bob Kelly noted that the reasoning behind locking down the elevators after 10:00 pm is
for people's safety in preventing one from getting locked inside during after hours.
However, he does not know if the emergency phone is in fact located inside that
elevator. This is something that he will personally look into and remedy if appropriate.
9. Annice Fisher proposed that Campus Parking look into installing additional emergency
phones in lots F23 and E14, as there are remote sections of those lots that are dark,
potentially hazardous, and lacking a phone.

B. Update on campus safety issues - Melody McDaniel, Supervisor for Building Services -
Housing Division
1. Melody McDaniel wished to follow up on a previous conversation within the Committee
addressing card-key access within campus dormitories and their effectiveness in
producing a safe living environment. She noted that since there is no current safety
awareness initiative within the dormitories, that maybe we should better utilize Tony Ortiz,
Police Officer and Crime Prevention Coordinator for the Division of Public Safety.
Through teaching self-defense classes, he helps individuals take responsibility for the
safety of themselves and their environments.
2. Presentations and Programs offered through the Division of Public Safety include:
a. General Overview of Campus Crime
b. Rape Aggression Defense (RAD)
c. Drug and Alcohol Awareness Program
d. Bike/Pedestrian Safety Program
e. Office Safety and Security Program
f. New Employee/Student Orientations
g. Residence Hall Security Program
h. The Law and You
3. Kathryn Anthony proposed that Tony Ortiz be invited to a future CCSW meeting. This
shall be discussed at a later meeting.
4. Melody McDaniel also followed up with the SpyCam incident and the extensive training
that has begun for campus housing staff.
C. Proposal for a future Plaza of Heroines at UIUC - Paul Magelli, Director for the Office for the
Study of Business
1. During his time at Wichita State University, Paul helped with a capital campaign to fund
their Plaza of Heroines, an outdoor area dedicated entirely to the remembrance of
individual women who played a significant role in people's lives.
2. Located in the center of campus, this Plaza is the single most visited site on campus
currently. Through private donor contributions, individual women have been
memorialized in granite plaques and sculpture here with a fountain, landscaping and
benches available to visitors who wish to sit and read or simply experience the space.
3. Wichita State University needed a $10 million endowment to gain approval for this
project. However, Paul offered his OSBI Consulting staff to do the research and
organizational work for a project like this at UIUC. Things needed such as the
conceptual paper, documents, and fundraising plans can be completed by OSBI.
4. Stephanie Foote expressed her enthusiasm about bringing such a plaza to UIUC noting
that it could serve so much more than a memorial. People could stop and have lunch
there, read there, and spend hours there doing whatever they choose.
5. Kathryn Anthony proposed a vote by the Committee on approval to support this
initiative, at least in principle. The Committee voted unanimously in favor of pursuing this
further.
6. Paul Magelli offered to attend our February meeting to give a more formal presentation
of the Plaza of Heroines.
7. Jacque Kahn proposed that we invite additional people, including Robin Kaler, to that
meeting so they too can view the presentation and share their input.
8. Cheryl Bullock offered to postpone her presentation previously scheduled for the
February 24 meeting to allow for Paul to have time to give his presentation. During our
March 30 meeting, Cheryl will present her findings in examining the ICES forms
submitted from the College of Engineering.

D. Open discussion and updates on Commitment to Action Chart
1. Kathleen Pecknold in regard to campus mentoring noted that Abby Stewart, who
worked on the mentoring program at the University of Michigan, will be coming to
campus February 23. She will be meeting with Kathleen, as well as the Chancellor,
Sarah Manglesdorf, and Carol Bresnahan to discuss best mentoring practices.
2. Kathleen Pecknold also spoke about UIUC's sick childcare. They have committed to
participating in a program to start September 2004.
